			<content:encoded><![CDATA[<p>As I was leaving the pet expo this Saturday night, I heard a dog whimpering in a white mini van. Yes, the windows were cracked, but it was 80* that day. And when I say cracked, I mean about a 1/2  inch.   I informed parking and they said they could do &#8220;nothing&#8221;. I called the local police department and wasn&#8217;t too certain they&#8217;d do anything either. I had to force the dispatcher to take the ;license number, which I still have along with a photo of the vehicle. There had already been a dust up in the parking  lot earlier in the day, so I thought the wisest move was to let officials handle the violation of California Penal Code 597 . Ironically, the van had a Harvest Crusade bumper sticker in its back window. (&#8220;The righteous care for the needs of their animals&#8230;&#8221; from Psalms ring a bell?)</p>
<p>Now, the penal code is clear: Thou shalt not leave an animal in a car.<br />
Legal folks have worked to further define that. Who hasn&#8217;t stopped by the dry cleaners to pick up cleaning on the way back from the vet?  Clearly, the animal is within sight. The windows are down. And the owner will be returning momentarily. (Even this is scary for me after I passed out during a shopping errand. You really never know IF you&#8217;re making it back to your car. So keep that in mind when bringing your pet along for the ride.)</p>
<p>However, this animal was in a parked car. with the windows barely cracked.  on a hot day. with no shade. and the only place to enter was the Pet Expo, not someplace you just run into.</p>
<p>I have written letters to the event venue and the PD asking them to review and make changes to how they respond to calls re: Penal code 597.</p>
<p>Do you take your pet with you? How would you have addressed this situation?</p>

			<content:encoded><![CDATA[<p>This week, Philadelphia Eagles QB, Michael Vick said he&#8217;d like to adopt a dog in the future. <p>Personally, I don&#8217;t think Michael Vick should ever be responsible for the well-being of an animal again. First, his intentions are wrong. He wants to show people that he&#8217;s changed, not that he wants to improve the life of an animal. He just wants an animal in his household.  </p>
<p>Second, his daughters should know that their father did unspeakably cruel thing to dogs, and because of that cruel, intentional choice he cannot own animals again&#8230;ever.   When his daughters are old enough to live on their own and choose to have animals, they can have them. </p>
<p>I agree with Los Angeles sports announcer Roger Lodge when he said, &#8220;I&#8217;ll believe Michael Vick is truly repentant when he donates 90% of his annual income (salary and endorsements) to the <a href="http://www.aspca.org/">ASPCA</a>.&#8221; I&#8217;d like to add <a href="http://www.bestfriends.org/dogtown/index.aspx">Dogtown, U.S.A.</a>, the rescue that took in the Vick&#8217;s victims, to that.  In my mind, if Vick was truly on the right track, he&#8217;d accept fiscal responsiblity for the dogs he caused irreparable harm to.</p>
<p>As for the daughters of Vick, I am truly sorry that their father made such a horrible choice.  I&#8217;ve heard people say, &#8220;Well, it&#8217;s not like he was carrying weapons or assaulting women.&#8221;  To that I say: Human beings have recourse. Animals and children do not. They rely on adults to stand in the gap for them when evil people harm them.&#8221;</p>
<p>I think it would appropriate for the Vick daughters to get involved with animal programs where the animal is under someone else&#8217;s care, e.g. riding lessons, volunteering at an animal shelter, working adoption events.   That way they can gain a respect for animals from people who truly care about the animals and the children, not now it looks to one&#8217;s adoring, yet myopic, fans.</p>

			<content:encoded><![CDATA[<p>Today, I took the dogs with me to the barn.  I have a rule: If I can&#8217;t take them with me, I leave them at home with plenty of water and access to shade.  My great neighbors look out after them, too!  Today, I could take them.</p>
<p>Nonetheless, it amazes me that people still take their dogs with them on warm days, park under a tree, roll down windows and think that their dogs are safe! Shockingly, even people who claim to be &#8220;animal lovers&#8221; are loving their animals to death by continuing this practice. </p>
<ul>
<li>Dogs normal body temp is about 101 degrees F.  At 103 degrees, your dog is in trouble.</li>
<li>Dogs can suffer heat stroke when temps reach 110 degrees. On a 70 degree day, the inside of your car or truck can reach lethal temperatures within 30 minutes!!!   (<a href="http://www.newscientist.com/article/dn7631">http://www.newscientist.com/article/dn7631</a>)</li>

<p>While we never expect to be detained in a store or a restaurant, you never know. I never expected to pass out at the grocery store and be taken to the ER! Thankfully, my dogs were at home for that incident.</p>
<p><strong>Can we please agree to leave our pets at home? </strong>Work through separation anxiety &#8212; your pet&#8217;s or yours!  But, if you are going to stop for lunch, stop at a pet friendly place <em>or leave Fido at home</em>!   If you love your pet, don&#8217;t put them in the oven &#8212; er, your car.</p>

<p>How would you like to write off up to $3,500 annually for taking proper care of your pet? You might be able to, but we need to get<em> busy</em> before we can GET HAPPY!  </p>
<p>I received an advocacy alert from the ASCPA telling me about the HAPPY Act (H.R. 3501) proposed by Rep. Thaddeus McCotter (R-MI). The ASPCA supports this act, and so do the inhabitants of The Red Dog Inn! </p>
<p>If passed, HAPPY will amend the Internal Revenue Code of 1986 (specifically, Part VII of subchapter B of chapter 1, add a  new section 224 and renumber accordingly.)  The<em> new</em> section 224 will read:</p>
<p><strong>SEC. 224. PET CARE EXPENSES.</strong></p>
<p><strong></strong></p>
<ul><strong>`(a) Allowance of Deduction- In the case of an individual, there shall be allowed as a deduction for the taxable year an amount equal to the qualified pet care expenses of the taxpayer during the taxable year for any qualified pet of the taxpayer.</strong></ul>
<p><strong></strong></p>
<ul><strong>`(b) Maximum Deduction- The amount allowable as a deduction under subsection (a) to the taxpayer for any taxable year shall not exceed $3,500.</strong></ul>
<p><strong></strong></p>
<ul><strong>`(c) Qualified Pet Care Expenses- For purposes of this section, the term `qualified pet care expenses&#8217; means amounts paid in connection with providing care (including veterinary care) for a qualified pet other than any expense in connection with the acquisition of the qualified pet.</strong></ul>
<p><strong></strong></p>
<ul><strong>`(d) Qualified Pet- For purposes of this section&#8211;</strong></ul>
<p><strong></strong></p>
<ul>
<li> 
<ul><strong>`(1) QUALIFIED PET- The term `qualified pet&#8217; means a legally owned, domesticated, live animal.</strong></ul>
</li>
</ul>
<p><strong></strong></p>
<ul>

<ul><strong>`(2) EXCEPTIONS- Such term does not include any animal&#8211;</strong></ul>
</li>
</ul>
<p><strong></strong></p>
<ul>

<ul><strong>`(A) used for research or owned or utilized in conjunction with a trade or business, or</strong></ul>

</ul>

<ul><strong>`(B) with respect to which the taxpayer has claimed a deduction under section 162 or 213 in any of the preceding 3 taxable years.&#8217;.</strong></ul>

<ul><strong>(b) Clerical Amendment- The table of sections for part VII of subchapter B of chapter 1 of such Code is amended by striking the last item and inserting the following new items:</strong></ul>

<p>The proposed legislation is so easy to read, even a member of Congress can understand it! I encourage you to visit the link below and read it for yourself.</p>
<p>After reading it, I hope that you&#8217;ll <strong>contact</strong> your Representative and Senators and <strong>encourage </strong>them to<strong> SUPPORT the HAPPY ACT</strong>! Then, <strong>tell </strong>your pet loving friends about HAPPY and <strong>encourage </strong>them to <strong>contact</strong> their representatives, too!</p>

<p><strong>What the HAPPY ACT does:</strong></p>
<p>If passed, HAPPY will allow pet owners to deduct up to $3,500 annually from their taxes for &#8220;qualified pet care expenses&#8221; starting in the 2010 tax year.  </p>
